In this paper, robust controllability and observability problem of linear time-delay systems with parametric uncertainties is considered. A functional-based transformation is first presented, which transforms the system with delayed measurements into a system without delay formally. Based on the transformed system, we develop an effective method for checking the robust controllability and observability tests of the uncertain system using interval analysis.en_US
